Simple user-pay system proven to hold water in Chelsea, Quebec

An open letter to Chelsea council:

There is a simple, sensible and sustainable solution for the future of water in Chelsea, Quebec, called User Pay. This solution is fully backed by the province and has been used successfully by Chelsea’s largest business for the past four years.

You have rejected this viable solution without public consultation and have, instead, voted for a bizarre scheme in which residents will pay up to $30million for a monster water-and-sewer system that would destroy Chelsea as we know it and would benefit only a handful of commercial interests.

Please tell me why you have made such a strange choice when a good choice is already in place and is working well.
